Preface

We are very glad to invite you to the next INEPS Congress to be held in April 2023, in the heart of Finland. It will be the first face-to-face conference of the network since the pandemic. Finland has a long-term partnership with INEPS. It also has a lengthy tradition of seeking alternative methods to address the challenges of children and youth at risk of educational marginalization and exclusion. In line with the Productive Learning paradigm, Finland has officially fostered an activity-based learning program for 14–16-year-old students since 2006. For over 10 years, the JOPO (Flexible Basic Education) leaders in Central Finland have sought to develop and maintain JOPO as a main stay within the curriculum, by offering best practices under the banner of regional flexible basic education (Seutu-Jopo). This has included organizing national seminars around the theme of flexible basic education. The network has additionally provided consultation to the Finnish National Agency of Education.
